PLI scheme for textiles now implemented across India: Textile Ministry

In addition to the PLI scheme, the Ministry of Textiles has introduced several initiatives to support and promote traditional handloom textiles nationwide, including in Odisha.

The government is implementing the Production Linked Incentive (PLI) Scheme for Textiles across India, including Odisha. The scheme aims to enhance the production of MMF (man-made fibre) apparel, MMF fabrics, and technical textile products to achieve scale and competitiveness. A total of Rs 11.43 billion has been allocated under the scheme for companies meeting the prescribed investment and turnover thresholds.

Among the 74 selected applicants, 24 are micro, small, and medium enterprises (MSMEs). However, no applications have been received for setting up a textile manufacturing unit in Odisha.

In addition to the PLI scheme, the Ministry of Textiles has introduced several initiatives to support and promote traditional handloom textiles nationwide, including in Odisha. Various schematic interventions provide comprehensive support to eligible handloom agencies and workers. This includes assistance in acquiring raw materials, upgrading looms and accessories, installing solar lighting units, constructing worksheds, diversifying products, and introducing design innovations. Additional support extends to the development of technical infrastructure, marketing handloom products in domestic and international markets, concessional loans under the Weavers’ MUDRA scheme, and social security benefits.

To boost exports, efforts are being made to enhance market penetration through international fairs, exhibitions, buyer-seller meets, and promotional events. Branding initiatives such as the India Handloom Brand (IHB) and Handloom Mark (HLM) are also being leveraged to increase visibility.

Further assistance is provided to handloom cooperative societies, corporations, producers’ companies, award-winning weavers, and exporters to establish international market linkages for exclusive exportable handloom products. Additionally, technical textile manufacturing is being encouraged through the National Technical Textiles Mission (NTTM) by supporting research and development, while the PLI scheme continues to incentivize production and sales.
