Over 6.27 lakh handloom workers benefit under NHDP

Under NHDP, eligible handloom agencies and workers receive Central Government grants based on complete project proposals submitted by State/UT governments and subject to fund availability.

The Ministry of Textiles continues to support India’s handloom sector through the National Handloom Development Programme (NHDP), benefiting over 6.27 lakh handloom workers between FY 2021-22 and 2025-26 (up to June 30, 2025). The support includes assistance under various components such as the Cluster Development Programme (CDP), Weaver’s Mudra loan, insurance schemes, and welfare initiatives.

Under NHDP, eligible handloom agencies and workers receive Central Government grants based on complete project proposals submitted by State/UT governments and subject to fund availability. Key components of the scheme include Cluster Development, Handloom Marketing Assistance, and social welfare measures. Funds are disbursed in two instalments—an advance and a final release upon submission of 70 per cent utilisation of the first instalment with supporting documentation.

To facilitate timely fund release and efficient implementation, annual targets under NHDP components are issued at the start of each financial year. Project monitoring is conducted through a multi-tiered approach, including senior officers of the Ministry, State-Level Project Committees (SLPCs), and local committees led by Weavers’ Service Centres.

According to the 4th All India Handloom Census (2019–20), India has 35.22 lakh handloom workers. Most of them have been issued a Pehchan card or enabled to download the e-pehchan version. In January 2025, an online portal was launched to register left-out and new weavers, update existing profiles, and facilitate e-card downloads. So far, an additional 15,000 workers have been approved through the portal, making the registration process dynamic and ongoing.

The government continues to prioritise timely support and transparent monitoring under NHDP to uplift the handloom sector and preserve India’s rich weaving traditions.
