New PFHxA limits require apparel and footwear exporters to strengthen chemical compliance.
The European Union (EU) has introduced new restrictions on undecafluorohexanoic acid (PFHxA) in clothing, accessories and footwear, effective 10 October 2026. The regulations establish stricter chemical limits, increasing compliance requirements for apparel manufacturers, brands and suppliers exporting to the European market.
Under the regulation, products containing PFHxA and its salts at concentrations of 25 parts per billion (ppb) or higher, or PFHxA-related substances at 1,000 ppb or higher, are restricted. These limits are measured in homogeneous materials.
The restrictions apply to clothing, related accessories and footwear intended for the general public. Certain personal protective equipment, medical devices and construction textiles are exempt. Products placed on the EU market before 10 October 2026 are also covered by a transitional exemption.
The measures form part of the EU’s broader efforts to reduce the release of persistent chemicals into the environment. However, varying chemical regulations across international markets could increase compliance complexity for brands sourcing from multiple countries.
For Bangladesh’s apparel industry, the restrictions highlight the need for stronger chemical management throughout the supply chain. Exporters supplying European buyers may need to assess chemical inputs, verify supplier declarations and maintain appropriate testing records to demonstrate regulatory compliance.
The EU has also established a separate compliance deadline of 10 October 2027 for textiles, leather and similar materials used in other consumer products, excluding clothing and related accessories already covered by the current restrictions.
The new requirements are expected to encourage apparel exporters to strengthen supply chain traceability, chemical testing and documentation to maintain access to the European market.
