Textile Ministry signs Tex-RAMPS MoUs with 15 States

Pacts aim to strengthen textile data, planning and research systems.

The Ministry of Textiles has signed Memorandums of Understanding (MoUs) with 15 States under the Textiles focused Research, Assessment, Monitoring, Planning And Start-Up (Tex-RAMPS) scheme, marking a significant step towards building a robust, data-driven framework for India’s textile sector.

The MoUs were formalised on the opening day of the two-day National Textile Ministers’ Conference held in Guwahati. The conference, themed ‘India’s Textiles: Weaving Growth, Heritage & Innovation’, brought together key policymakers to deliberate on the sector’s future roadmap. According to an official press release, Tex-RAMPS has been designed to enhance the coverage, quality, timeliness and credibility of textile-related statistical outputs and research across the country.

Under the agreements, an operational framework will be established to strengthen textile data systems in participating States and Union Territories. The initiative seeks to enable integrated and evidence-based planning across major sub-sectors such as handlooms, handicrafts, apparel and technical textiles. A key feature of the scheme is its focus on decentralised implementation, with planning and monitoring efforts concentrated at the cluster and district levels to reflect local realities and sectoral needs.

To support implementation, the Ministry of Textiles will provide financial assistance in the form of an annual grant of Rs 1.2 million to each participating State or Union Territory. In addition, districts will receive an extra grant of Rs 0.1 million per year, linked to the formulation and execution of specific district-level action plans aligned with Tex-RAMPS objectives.

Speaking at the inauguration of the conference, Giriraj Singh, Union Minister for Textiles, said the Centre is working towards harmonising production growth, export performance and sustainability in the textile sector, underlining the importance of coordinated planning and reliable data in achieving long-term competitiveness.
