Centre nods Rs 3.05-bn Tex-RAMPS push to upgrade textile R&D and data systems

New scheme aims to modernise research and innovation in textiles.

The Centre has approved the Textiles Focused Research, Assessment, Monitoring, Planning and Start-up (Tex-RAMPS) scheme, a comprehensive initiative designed to strengthen India’s textile research ecosystem and drive innovation-led growth. With a total allocation of Rs 3.05 billion for 2025–26 to 2030–31, it will operate as a fully funded Central Sector Scheme under the Ministry of Textiles and has been aligned with the next Finance Commission cycle to ensure long-term continuity.

Announcing the approval, Union Textiles Minister Giriraj Singh said the scheme integrates research, data systems and innovation to position India as a global frontrunner in sustainability and technology. According to him, Tex-RAMPS will help bridge persistent gaps in sectoral research capabilities and data infrastructure while enabling high-value innovation across the value chain.

The scheme supports advanced research in areas such as smart textiles, sustainable materials, process optimisation and emerging technologies. It also strengthens the sector’s data ecosystem through initiatives like employment assessments, supply chain mapping and the India-Size project, all aimed at enabling evidence-backed policymaking.

A major feature of Tex-RAMPS is the establishment of the Integrated Textiles Statistical System (ITSS), a real-time analytics platform intended to improve structured monitoring and strengthen strategic, data-driven decisions across the industry. In addition, the scheme will facilitate knowledge-sharing through State-level capacity-building programmes, training workshops, best-practice dissemination and sectoral events.

To boost entrepreneurship, Tex-RAMPS will promote start-ups through incubators, hackathons and collaborations connecting industry, academia and research institutions.

The Ministry expects the initiative to improve global competitiveness, enhance innovation and research capabilities, support employment generation and deepen cooperation among States, industry and academic bodies.
