MoUs signed for new textile-sector investment proposals worth Rs 51.96 billion.
Under the leadership of Yogi Adityanath, Chief Minister, Uttar Pradesh, is strengthening its position as a major textile and apparel manufacturing hub, with a renewed focus on investment, exports, technology, entrepreneurship and employment generation.
Inaugurating the UP Textiles Conclave-2026 on Tuesday, the Chief Minister said Uttar Pradesh represents “Ultimate Potential”, backed by its heritage, skilled workforce, entrepreneurial ecosystem, industrial infrastructure and access to one of the country’s largest markets.
At the conclave, MoUs were signed for new investment proposals worth Rs 51.96 billion in the textile sector. The government also distributed Letters of Comfort worth Rs 1.63 billion and Rs 600 million in subsidies, further strengthening the investment ecosystem for the sector.
The Chief Minister highlighted Uttar Pradesh’s long-standing textile heritage, spanning Varanasi silk, Bhadohi carpets, Lucknow chikankari, Bareilly zari and Kanpur’s textile ecosystem, while pointing to emerging opportunities in technical textiles and modern textile manufacturing.
The state currently has around 2 lakh handloom and more than 5 lakh powerloom weavers, making the sector a significant source of employment after agriculture. Uttar Pradesh also ranks third in the country in fabric manufacturing, accounting for approximately 13–14 per cent of total fabric production.
The state’s export performance has also strengthened significantly. Over the last six years, Uttar Pradesh’s exports of textiles, garments and handicrafts have increased by around 56%, making the state the fourth-largest exporting state in the sector. Textile-related exports from the state crossed Rs 21,000 crore in 2025–26.
The government is now focusing on strengthening the complete textile value chain — from fibre to yarn, yarn to fabric, fabric to garment and garment to brand — and taking these products to global markets.
The Chief Minister also highlighted the growing role of technical textiles, which are expanding beyond conventional applications into sectors such as defence, healthcare, agriculture and sports. Initiatives including the PM MITRA Park and Sant Kabir Textile Park, along with proposed textile and apparel parks across several districts, are expected to strengthen the state’s manufacturing ecosystem.
Noida is also being developed as an Apparel City, while land has been reserved for textile projects in Varanasi, Amroha, Bareilly, Sant Kabir Nagar and Bijnor. The process of identifying land for textile and apparel parks has also been initiated in Sitapur, Mau, Kanpur, Jhansi and Rae Bareli.
The government is simultaneously focusing on strengthening MSMEs and enabling them to become part of global value chains rather than remaining limited to subcontracting. The Chief Minister called for youth to move beyond being job seekers to becoming entrepreneurs and innovators, while encouraging artisans to transition from suppliers to owners of their own brands.
Through the vision of “Design in UP, Made in UP and Exported from UP,” the state aims to give its traditional skills and modern manufacturing capabilities greater recognition in international markets.
The Chief Minister further emphasised that institutions such as NIFT Rae Bareli and Uttar Pradesh Textile Technology Institute, Kanpur, are preparing young talent to meet the evolving requirements of the textile industry.
With its combination of textile heritage, skilled manpower, manufacturing infrastructure, policy support, investment potential and a large domestic market, Uttar Pradesh is seeking to transform its traditional strengths into a globally competitive textile ecosystem and contribute to India’s broader ambition of becoming a $350 billion textile and apparel economy with $100 billion in exports by 2030.
